Smoking in communal hallway.

I live in a small house converted into three small flats.
The neighbour opposite us smokes so badly that when they painted they had to do four coats because of the yellow staining. Their door is directly opposite mine. This was bad enough but this last few weeks the other tenant has taken to chatting to the contractors in the communal hall who are doing some work on another flat so not only does my flat stink of smoke but I have to walk through a smoke filled hallway too.
Both myself and the kids have asthma.

Aibu to say something?

Is it supposed to be a non-smoking property? And were they smoking in the hallways or was it smoke form in the flat drifting out?

I'd speak to the landlord and say 'someone' is smoking in the corridor. Are they all rented?

I don't know if it's non smoking, no one has ever said anything to me about that as I don't smoke. The contractors are here for weeks and they are sitting in the hallway on every break smoking and chatting. Definitely in the hallway. To explain the set up it is a house conversion so a normal house hall with a door going off at the bottom and then normal house stairs with two flats upstairs.

Same landlord? I'd definitely say someone has been and it's unacceptable but name and shame if they continue
