Just seen two kids about 4 or 5 years old just wondering around my street, they said hi when I said hello but by the time I had got my little one into the house in her pram they were away. Looks like they were just doddling/playing as they went but I'm concerned no adults were around. They did have wellies and coats on but I wonder if I should report it and to who?
