Aibu noise

We live literally right next to some garages, these are rented (we rent one).
The garage next to the one we rent is rented by someone who does up motorcycles.
Anyway they are out there quite a lot revving up the bikes, shouting as there tends to be a lot of them while doing it.
Tonight it came to a head, they have a really loud generator (I mean it sounds like a washing machine doing a spin in my house) and shouting and revving bikes up.
Dh has just gone out and said please can you keep the noise down.
Apparently they are allowed to make as much noise as they like until 11pm.
Is that correct?

Yep 11pm-7am is when you need to be quiet and it becomes noise pollution.

Oh ok, just have to put up with then.
I really dont mind during the day even if you cant hear the tv.
But when its this time of night and you have young children and its bloody so loud its hard to not be pissed off.
