landlord not paying tax

my neighbour rents out an outbuilding which has been converted without planning applying for permission for change of use. but he also takes cash each month from his tenants which is paid to them by local authority [as on benefits] he pays no tax on this money, they take benefits and also work, he is on pension credit, is this wrong?

How do you have quite some much detail about everyone else’s finances and tax returns?

I don’t have that level of detail about me own family.

If he doesn't declare this income for tax purpose then yes he is wrong.

How do you know he pays no tax ? Maybe the amount he receive comes under the tax allowance

Hope the outhouse isn't connected to your house, as he won't covered by buildings insurance if it's an illegal rental.

He has broken a number of laws apart from benefit fraud and should be reported.

When you say outbuilding do you just mean a little shed with no water/heat/electrics etc?

Might be a slum landlord situation..

no its an old outbuilding quite big with kitchen and bathroom which he installed its a mess but livable obviously.
one tenant on benefits and unemployed but his girlfriend has a job

Beds in sheds. Report him to council re renting out an outbuilding.

Yes,beds in sheds,illegal HMO. Report to the council, with luck they may even do something.
