To report drug driving?

I didnt know what to do, and felt intimidated so didnt do anything, now wondering if I should. If I see this again should I report?

Driver parks outside school, clearly having smoked marijuana and him and the car reak of it. I could smell it 10m away. Goes onto school, picks up child, then drives away.

I was going to take the vrn but I felt intimidated by the driver.

Definitely report. We were involved in a very serious rta several years ago, ds1 had a fractured skull and leg so badly shattered he nearly had to have it amputated. He was 6 years old.
I broke several bones.
We lost dh.
The driver who crashed in to us was on the wrong side of the road, under the influence of drugs, and - rather than checking our car....once it had stopped spinning across the road - his first action was to try and hide his drugs.
Drug and drink drivers are scum.

Get your phone out and appear to be replying to a text. Instead, key in the number plate. Once you are well away, phone and report. The police will take it from there.

Yes as Weezol said, discreetly note his car reg down and phone the police.
