To question effects of hate liability for web site?

Reading about government plans to make sites such as Twitter liable for any hateful or extremist content that users put on the site. What will be the effect? Will these firms become so worries about costly legal conciquences that they will shut down anything that could be seen as slightly controversial, inflamatry or not in vogue with mainstream thinking? What effect will that have on some of the open conversations we currently can have on sites like MN?
