I wouldn't. It's not safe especially if he's not 100% feeling well.

Bit of a cough but otherwise functioning normally - yes.

Chesty cough, temperature or complaining of feeling unwell - no.

I would (and did on Sunday) most kids seem to have some sort of cough or sniffle just now.
If they seem fine enough and are well enough for school then they are well enough for swimming
