Any techy types help with Samsung Mobile

Hi,
I'm not sure if this is the right place, but does anybody have a samsung smart phone that won't download apps from Google Play? It says pending, but nothing happens.
It's been like that for weeks.
I've tried the samsung chat line and they're always busy, so I thought the collective brain of MN might have some ideas.

Try going to your app settings, find Google Play and force stop. If that doesn't work go back to app settings and clear the cache etc.

(By settings I mean the ones on your phone not in Google play itself. So from your home screen go to settings > apps > Google Play store, and force stop. Clear cache is under the 'storage' option on that screen)
