Where do you draw the line?

Inspired by another thread about CF who get things for free...

What I'm getting from that thread is that the CF are 'stealing'. But IMO I reckon most people would take a parking ticket from a stranger who had already paid but not used all the time. So my question is, where do you draw the line? Is there an amount or moral boundary?

I wouldn't walk in and deliberately steal but if I genuinely accidentally forgot to pay for something, I wouldn't take it back to pay either.

You steal when you deliberately deprive another of their property without the intention to return/pay for it.
