Can a section 41 college refuse to admit on these grounds

My daughter has been refused entry under the grounds that her mental health is too complex. She has been digonosed with depression and general anxiety disorder. Previous sucide attempts but none for six months and currently down as low risk by mental health team. They also said she would affect the education of others due to needing one to one.

I have no idea sorry but hopefully someone more knowledgeable will come soon. Does she need 1 on 1 Help? If her mental health professionals think she will be fine I wouldn't have thought so. Have you talked to them since you got the refusal?

No I don't not think she does but they are saying she does.
