Over-reacting about neighbour

We have a 1 yr old and have always been very considerate. Having just started nursery, I leave my son's umbrella stroller all put together in a corner in the entrance (next to bikes!) Till my husband comes home at 6 when he puts in the car.
Our neighbour complained and said its a fire risk. I said its fine, I'll take it upstairs. Today, a friend visted and left hers downstairs and the lady jumped out, before we were up the stairs saying she noticed I left my stroller there again. Am I over-reacting feeling embarrassed and like she's policing and watching me??

I still think penguin bollards and a local rugby team are the way to go though
