Is it a bit of head with two white tentacle things? It is not clear at all (on my phone, at least,) and could as easily be a seaweed root ball as decaying sea creature.

So I'm going to say, limpets. I can identify those.

Maybe a kind of washed-up sea tulip? Where are you? I think it's maybe two next to each other, not one with two tentacles. Bit difficult to tell from your pic. If it is, it's related to a sea squirt - and it's an animal :-)

Definitely seaweed. We chop the long end down and plant it in sand upside-down to make trees for the sand castle gardens.
