Nuisance neighbours

I live next door to a HMO. It's a small terraced 2 bedroom that has somehow been turned into 4 dwellings. They still only have 1 waste bin and 1 recycling. Each week their general waste bin is overflowing and attracts a lot of flies. Last week a bag fell out and burst open all over the road and outside my gate with broken glass and food waste everywhere! They did nothing to clean it up. AIBU to report them to the council? When I confronted one of the tenants about the rubbish on the street he just said "I don't live there anymore" and drove off. I'm not one to report things, but I also don't like confrontation and I don't see how this situation can get any better without me informing the council?
What action would they take, if any?

Do a Land Registry Search (costs £3) and find name and address of owner. Meanwhile, try and build up a rapport with HMO tenants if poss, so that they can understand the problem and between you find solutions. Enquire (not complain in first instance) of the Local Council (District/Boro'/Unitary) if HMOs have additional entitlements to extra 'bins'. Suggest an 'in-house' system of waste/recycling to LL so that 'overflow' is minimized.
