Sam is a Disney dad. He only ever appears when he is taking spot out for the day

Just bought DS "Who's There, Spot?" a couple of days ago and dad dog appears near the end. He's having a bath, so presumably he's living there at that point (either that or he's a cheeky SOB using Sally's bath and hot water!)

In some books she is referred to as "Sally" and in the recent sell-out ones others she is "Mum".

And in 'Goodnight Spot' his dad is sitting reading the newspaper while Sally does the whole bedtime routine
