To not understand the penguin bollard thing?

So I love a good parking thread (like most of mumsnet). But there's always at least one person who suggests penguin bollards. I just don't get it; I've looked online and they just seem to be normal bollards dressed up in iron like penguins but doesn't that mean the owner of the driveway won't be able to use it either if they're installed? Do they move? Are they just locked in place? Could someone please explain. Confused

It's from an old long running thread in classics where the poor OP had months of stress which lead to a fabulous ending. I won't spoil it for you. Prepare to lose at least a week reading it

I have just reread and wondered was there ever a third thread? I loved to know if the OP got the planning permission for her sunroom, fenced off her garden and parking and how the new baby is doing.
