Neighbor will not stop trying to annoy me

Hey i dont know if this is the right section but i searched other threads and neighbor issues usually put here.
I have had issues with him ever since i moved in which was 2 years ago, He lives above me.
He would purposely cause noise such as at night run across the floor stomping then jump after. It got so bad i left and went to live with my friend sleeping on her sofa. It had been 6 months since i left and i decided to move back because i thought he may of got over it all.
Unfortunately not.
He has started again by painting his flat letter on the communal bin outside. These bins were brought by the HA not him i know because im the one who got them to order them as the previous ones were stolen.

He has been removing my rubbish which i put in the bin and leaving it on the floor. I acyually recorded him doing this

Reported to council, HA yet nothing again nobody does anything about this guy i had two horrible years of this
I got depression, aniexty and ptsd all because of his harrassment and nobody will do anything including police i also tried them because he popped my car tyres but i had no proof so they did nothin

What else am i suppose to do?

Because HA wont reconise this as harraasment i cant move and i cant do a swap becauase i owe them rent.

Oh and the reason im annoyed about the bins is because the foxes get to it and there is rubbish everywhere

Just ignore hes looking for a reaction. Kust record his nuts behaviour never say a word. Build up a lig and give it HA . Dont let this dick ruin your life

Its hard when your in it. But the koise record send in. Get ear plugs do t let him win by you moving out.

Get a wheely bin lock. Put cctv signs up around your property (including car window) even if you don't have cctv. You can buy them cheaply from Amazon. Record everything that he does in a notebook with date and time.
