Would one BU to take up a sun bed for a 1yo? So a family of 3 using 3 sun beds.

It depends if there are plenty of sun beds to go around.

If they are going to use it, yes. If it just being used as a table/storage space then no, not if there aren't enough for others.

Depends how many sunbeds. I personally would if there were plenty if they were scarce I wouldn't. Or maybe I'd think fuck everyone else its my holiday and I'm never going to see these people again and take up 3

Does a 1 year old need a sunbed?

It's a non issue where I stay, every room gets allocated 2 loungers, one chair and a coffee table. Only extra adults get an extra sun lounger for the room, kids share

I can't imagine a sun lounger being necessary for a one year old, although if there are plenty available I don't see the harm.
