DPS update fee - do we pay?

Hoping someone can help.

Received a letter in the post regarding an update in the deposit protection scheme and signing new contracts. No problem there. But our landlady then goes on to say that we have to pay them £49.99 for it.
Is this true? Is it down to us the private tenants to pay this or is it her responsibility and she's scamming us?

I call bullshit.

I didn't have to pay anything to get my deposit back from the scheme.
