TV licence - complain to get some action?!

So I moved to my place in Feb, and as part of it all I sorted the TV licence and received the email licence etc and have been paying by DD since.
Now the problem - I have had to date, 3 visits and umpteen letters all saying that I am not licenced.
Each visit I have shown proof of the licence via email, and the enforcement officers have searched the database for my details (DD payments and name) and agreed that yes, I hold a licence. I have called them on receipt of the letters, and again they have agreed I am licenced.
The problem is with the address.
I live at Top Floor Flat, 1 A Street and there is a Bottom Floor Flat, 1 A Street. There is no address of 1 A Street. TV licencing have both flat addresses AND 1 A Street showing as needing licencing. My licence is actually for 1 A Street and not Top Floor Flat.
This has became apparent from the first phone call, 2 months ago, with assurances to sort it out. I was told then to ignore any crossover letters as the changes may take some time to take effect. Fair enough.
However the changes have not happened, despite each visit and phone call going along the same lines, and the visits have happened because I ignored the letters - as told to do so.
I've just received another letter and made yet another call, to be told the same thing about the addresses, and that it will be sorted out, to ignore any crossover letters etc.
I told the guy on the phone I wanted to make a complaint because it was now getting ridiculous and possibly someone will actually either get rid of the address that does't exist, or transfer my licence to my address and that'll be an end to it.
WIBU to do that or should I wait and see if I get yet another letter/visit and then just complain?
I am actually tempted to let them take me to court, knowing I can prove I have a licence and have tried to sort this out for best part of 4 months to still be threatened with court action and a fine!
I've had enough now because I'm just hitting a brick wall, getting told it'll be sorted out when obviously no one is doing anything!

I would just ignore every letter or visit. Do not let them in, do not engage, just refuse entry. You have ample proof that you have paid, so let them do their worst

I'm getting to that point coffee, the last visit I refused entry, said I wasn't going to explain it all again - but then ended up doing so for being told the spiel about court action and fines and the bloody attitude from the officer because they assumed I didn't have one and was being awkward!
So I defended my position really even though I shouldn't have had to.
I'm hoping that a complaint will actually be acknowledged and therefore something done.
