Why do people answer their calls in their cars when it isn't someone they know, or their business. Just some random number they wouldn't recognise.

Why do people pick up their phones if they can't talk and are very busy?

Curiosity probably. Or maybe they aren't really that busy at all but once they find out who it is they suddenly remember they actually are busy.
