Cyclist on phone WWYD?

I was a bit confused today as I was sitting at a red traffic light waiting to turn left behind a lady on a bicycle, she was leaning one foot on the kerb. She got her phone out and was looking at it for quite a while, the lights changed and she was still using her phone for quite a while. My quandary was:

1. Do I peep like I would a car to draw her attention to the green light, risking her wrath?
2. Do I just go round her and make my turn, also risking her wrath?

I thought it was a bit of a no-win situation. What would you have done?

I would have beeped I think... depends how long I was waiting. Who cares about her wrath? She would hopefully have been apologetic that she wasn't paying attention (one would hope!)

I probably would have asked if she was carrying on. But I usually have a window down to avoid queasiness.

I would have beeped and she would have got an earful if she tried to tell me off for it. Stupid woman.
