Exactly. If you turn down the offered school, the local authority has no obligation to keep making you offers until you deign to accept one. Only turn it down if you are willing to play Russian roulette with getting a place via a waiting list between now and September or can pay for an independent school (assuming they have a place) or home educate.

The appeals panel won't take kindly to being 'held to ransom' either.
