Not a bad one but guy was on his phone, went into the back of another guy who then went into back of another guy. I saw it all - do I go up and tell them in case they need a witness or is that being a busy body?

Yes, morally you should tell them. If someone crashed into you and it was your word against theirs, would you want a witness to come forward?

Yes in that instance I would give the middle man my number and say if he requires a witness to let me know.

I imagine the man on the phone did want to shoo you away tbh - however, the other driver may well have been happy to have your details. You'd be an independent witness so useful for insurance companies, etc.

Many years ago a man came out of a side street and knocked me off my motorbike in a busy urban area - I was very grateful to the several pedestrians and the van driver who can over to check I was ok and offer to be witnesses (I was young and the middle aged guys who was driving the car was refusing to speak even to exchange details, he just leant against his car and watched - his insurance paid out, I wouldn't have been surprised if he'd tried to back up and drive off if there weren't so many witnesses willing to say what they saw).

I think the third guy was on the phone to the police. Have taken the number plates - reckon I should call 101 later just to be sure? Middle guy probably would have taken details but like I say first guy shooed me away and said it wasn't a big deal and middle guy was just busy looking at his car so didn't say yes or no. May not have been obvious to the other two that the first guy was on his phone, don't want him playing like it was an innocent accident.

I would. Someone may well be very grateful. It's surprising how people try and blame others for stuff that was clearly their fault. Plus you can witness that he was on the phone and he'll get punished, which he deserves for such stupid reckless behaviour.

Yes, I'd stop, speak to them, give details and take pictures of those involved too, to stop any fake passengers claiming injury.

If there is no injury, the police do not need to be involved if everyone has complied with the Road Traffic Act. Only stop if it is safe to do so. Do not be another casualty.

Even the phone bloke may end up grateful if the two other cars suddenly are packed to the gills with glass necked passengers when the claim hits.

Yes. I was very grateful for the witness to my car accident who could back up that the guy just drove into the side of me. When I rang the insurance company to report it, I was put on hold for 5 minutes whilst the insurance rang the witness and then it was all sorted.

I would also say, it's not always clear who is at fault because occasionally people are not always honest.
