My first tactic is always to go with what you'd use to remove it if it were where it was supposed to be.

A decent makeup remover or cleanser, I love Ultrabland from Lush which might be good as it's a cream.

I managed to rescue some black leggings that had foundation exploded over them by drenching the stain with micellarwater makeup remover and scrubbing then bunging straight in the washing machine.
