Neighbors!! Looking in windows etc

I just caught someone peering in my window! They were literally about a inch from my bedroom window. I was sat on the bed reading and looked up, they took off so quick I only seen that they had blonde hair. I think they were maybe looking for something? We have had general notes left in the stair about people leaving windows open on the latch so they bang in the wind. My windows are always on the latch but secured by the lock handle so they can't move. Ahhh, who actually thinks it's okay to do stuff like that!? Creep.

P's. Pretty sure it was the upstairs neighbor... There's about 5 that in that place and cause a lot of bother. My window faces out onto a big landing next to the stair door and they stand out there smoking (makes my flat stink!) right next to my windows and shout / talk loud (Polish so not sure what is said or if it's fighting) until 3/4am most nights.

Surely this is not OK!?

Ive got blinds but would rather not have to sleep them closed all day...i don't have other windows in the room so it spelt be artificial light all the time. Ive spoken to the council about the noise and smoking but they say as its on the outside landing there is not much they can do 😒 just find it very rude!

Haha i like that idea. DP wants to leave a note on our windowsill saying "youre standing too close if you can see this' and set up the camera to see who it is. Lol

I lived in a flat like that. We put a mirror kind of film on the inside so we could see out but no one could see in.
