According to my mother, shopping/ having an interest in fashion and beauty is not a hobby

But I would say it is
Because it's what I enjoy doing

Going to the pub and drinking wine is entertainment, what you do in your leisure time, your choice and preference.
Shopping is no different in this respect.
Some people hate going to the pub, some just like it, others love it.
Just the same as shopping.
