Scaffolders working in street for 7am

Making a huge racket. Job is inevitably noisy but they're shouting at the top of their voices. Residential street (most houses still have thin Victorian sash Windows). Are they allowed to start so early??

I had work done recently to the house i was not popular with the neighbours they were outside for 7.30 every morning i asked them why the came so early it was allowed they said.

Make a note of the contractors and report them to your council's Pollution enforcement team, or similar.

There is absolutely no need to be shouting when putting up scaffold. And no need for geneal banging and being noisey. Indeed I watched a crew put up a scaffold the other day. it was pretty much silent.

Sadly builders don't seem to understand talking instead of shouting. Indeed our local was taken over by builders who would have a conversation about the football by shouting into each others faces. They were not being agssive, they just shouted instead of speaking. We changed our drinking hole.

Why should manual workers be restricted. If the sun comes out full pelt they are stuck in direct sun/heat all day. Starting early they get a few hours grace

Of course its early! Most people are still asleep, its that early.

Of course it's early. at people not realising not everybody keeps identical hours.. and I say this as someone who leaves for work at 6:25am.

I called the council about building noise outside the stated hours allowed. The did nothing, even though it went on for 6 months.

There were scaffolders around 7.30am on a Sunday morning. I called my local council who told me there were no rules stopping them from doing it. They said the considerate contractors scheme.

7 am may not be early to start work at a location zoned for it to take place, OP is referring to a residential area where noise is restricted.

If you move in next to a noisy factory operating 24x7, tough. If someone proposed opening one next to your home, you have every right to object.
