To wonder why an item I'm eBay ing has gone down in bid amount?

So I am selling a little set. About two hours ago it was up to £6.50.

I've just checked it again and it now says £3.20.

Can people renege their bids?

Yes you can retract it under certain conditions - think it has to have more than 24 hours left to go
