Neighbors leave me to clean everything!

I have a neighbor above who i share a communal area with and a neighbor below, we all share the outside were the bins are.
Neither of these neighbors clean up outside, other annoying people will throw trash in our garden and i have purposely left it to see if they will ever clean it up as its always me who does it and 6 months later there is still rotting trash, the bins were so disgusting, the lids were missing and trash was thrown in them without a bag and neither neighbor cared to clean up.

I have just gone outside and cleaned everything again as well as order new bins with clip on lids.

The neighbor upstairs will completely ignore junk mail and leave it on the floor but he is more than happy to pick up his own letters and mine.
Why is it so hard to pick up the junk mail and put it in the bin!

When i first moved in there were letters for the previous tenant and junk mail sky high just piled up in the corner, i was the new tenant and cleared it.

They have both been here longer than me, i moved in 1 year ago.

AIBU to think everyone should be cleaning after themselves?

We live in a housing association property
I have complained to the HA but nothing

Have you spoken to the neighbours themeselves as well as the housing association?

I have spoken to them and they said if I have an issue with it i can clean it up. They are arseholes

Some people just do not care, yanbu but I doubt any efforts would change anything, so you either have to accept it or... move.

Honestly I would post the junk mail through their door, it's selfish the least anyone should do in life in clean up after themselves.
