Kids out till 9pm screaming and shouting

Aibu to be really hacked off at my stupid neighbour who doesn't give a fig about her children.
Every day they are out from 8am until 9pm, they scream and shout and ride their bikes in the road. We live in a close but it can be very busy with cars in and out and off road bikes. This woman is a disgrace, she pokes her nose in everyone's business and slags other neighbours off for their parenting abilities when she doesn't give a damn about her own. Last night the daughter about 7 was out in her dressingown and they rarely have shoes on.
It baffles me why people have children when she clearly has no interest in them except to scream expletives across the close because they have done something wrong. Only the other day the babby escaped and went crawling all the way to the other side of the close and mum was nowhere to be seen, it was left to the little boy about 5 or 6 to carry him back in. It's a car park, why the hell would you let your children play in a car park, we have decent sized gardens and a park literally 5 mins away!!

Yanbu. Some noise is to be expected where kids are playing but screaming for the sake of it is fucking annoying. I heard dd2 screaming one time and went to see why. It was at NOTHING. I called her in to tell her to stop. If its getting on my wick it must be getting on other peoples wicks as well. I have been known to tell their mates to shut up as well.
The playing out till 9pm doesn't bother me as long as there are not being too loud. If they are they are brought in.
It's really not to difficult to be considerate.

I don't think 9pm is too late for kids to go in, also being out all day was my generation's norm during the holidays.
If the weather is good you have to make the most of it.
I would complain and send a bill if a hard ball dented our car though.
Children are loud, even though screaming isn't brilliant to hear it's only kids and they can't be screaming that much, surely.

I'm not exactly sure what they're doing wrong. Kids have played in the street since time began. Mine do. There's obviously going to be some noise associated with that.
My kids also go out without shoes on. I'm forever telling them to put something on their feet but then I find them outside in bare feet again. I also remember going out with nothing on my feet when I was younger.
Can you not just find some joy in their games and chill out a bit?

I always wonder if people have got gardens why cant kids play in them (at most of the time) instead of screaming and shouting kicking footballs near cars in road all the live long day and half the evening. and usually NOT outside their own house but everyone elses.
agree with OP some people shouldnt have children if they cant be bothered with them.
fine, theyre getting fresh air/sunshine/excercise, but spend some precious time with them too. and they can get FA/S/E in their gardens. with parents nearby.
