to wonder about goats?

Have been on MN a while so not a total newbie but not long enough to get some of the slightly more out-there references. Can someone please explain to me about the goats????

Isn't it something to do with a old thread where someone managed to convince a few posters that people on benefits got a free goat or something?

A long time ago, there was a benefits bashing thread where someone said people on benefits "really got her goat". From then on, people on benefits are well known on MN to have enoooooourmous flat screen televisions, and goats.
