Self assessment forms for housing, aren't we supposed to get a written reply?? Advices please!!

We are currently at temporary accommodation.
We recently filled the self assessment forms for our special needs for housing and sent them with supporting documents to the medical team at housing department of our borough.
We learnt on the phone that we were not considered having special needs which shocked us really.
It's like the decision is made behind closed doors and we don't have any say on it.
We really think that we do have some needs that we think we can't avoid, they are not very difficult ones but a little consideration would help us a lot.
So, arent they supposed to send us a written reply?
What do we do? It's a very stressful time for us.

I think it would depend on what the special needs are and the reasons they have given for their decision.

Need more information. In my experience council housing departments are TERRIBLE about replying to things and lose a LOT of documents. You need to keep copies of everything. What are the special needs?

The special needs are not like terminal illness or anything but things that really affect us in our daily life, I have given doctors documents of them. Sorry I can't go to much details, I don't want to out myself.
But anyway, they should respond written I think.
They are like closed box, we don't know their criterias or anything.

So write to them requesting an explanation of how they have come to the decision. If they don't respond write to someone higher up and if they don't respond contact you local councillor.
