Do you think BR are BVU to not let a friend of mine purchase a senior rail card because she has never owned a driving licence or a passport ?

So your friend is mistaken, you can apply but not online, with no DL or PP

Has she any proof of DoB? Without any evidence, they are probably NBU.

Can you give her some ideas? Benefits or state pension notification letter? Birth Cert?

Thanks forgettable they never explained to her that her birth certificate was acceptable, only that she needed the other two items.

They are fully entitled to check that they are selling to a genuine sixty-plus, and their online site checks the number of the passport or driving licence against the Passport Office or DVLA database. Not foolproof, it could be a borrowed or stolen document, but as secure as it is worth being for the amounts involved.

No other form of ID links to a database so any other form has to be taken to a station. They are NBU.

(When I got mine, a few days after turning sixty, the lady at the desk said You have to be sixty to buy one of those, you know and checked my passport. I wonder whether they are told to flatter the vanity of all their customers in this harmless way!)

Yabu, without proof any one can go in to get an OAP card.

Oh and British Rail hasnt existed since 1997 so don't expect them to issue anything anytime soon.
