What's the deal?

I've seen the wind chime one and I've been the victim of one... Has there been any more?

They are like buses you don't see any for ages then all of a sudden they're everywhere.

The wind chime one is actually quite funny (and harmless). The other one may be less so, but I can't find it - perhaps it's been taken down already?

I think it's because the shops are shut and there's nothing else to do.
