Or buy a dog whistle. It's over the road, in a block of flats. Every morning, it's on the balcony barking for an hour. Every evening, the same. It's driving me nuts. I don't know the door number as you can't access the flats unless you're a resident. So I can't report it. Why would you get a dog if you live in a flat and aren't going to do anything about its barking?

YABU. Instead find out who the owner is and shoot them!

Alternatively, report this to the police and they will have to find out who the dog belongs to. The dog is clearly being neglected and should not be being treated like this. If the police won't help get in touch with the RSPCA.

Poor dog. It does sound like a case of neglect. It is probably being kept in unsuitable accommodation, possibly without sufficient exercise too.

Contact your local council's Animal Warden and say you are concerned about the welfare of the dog. An upper floor balcony (which I assume you mean) is hardly the safest or most suitable outdoor area for a dog.

The dog is just being a dog. It is bored, neglected by the sound of it, and possibly frightened too. Shoot the owner. Pity the dog.

I do feel sorry for it. Except for the time a local cat sat on a nearby fence - it may as well have been raising its middle claw to the poor mutt. The dog barked. A lot.

YABU, it's just an animal and knows nothing, however I hate constant barking too and the owner is the one who should be putting a stop to it.

It's quite distressing listening to a dog bark constantly. As above I'd report to the RSPCA.

If the dog has food and water, chances are the RSPCA won't want to know. No harm in trying them though.

If you can ask around - postman? Neighbour? - to get the door number then you could keep a noise diary and report to your council's Environmental Protection / Noise Control department. The first thing they'll ask you to do is keep a noise diary so if you can preempt that, they should act quicker, especially if you could record the barking too.

The RSPCA are unlikely to care, the best bet is reporting the noise.

If you can, find out if the flats are rented because if they are rented, especially if it's housing association, you'll likely get something done by the landlord much quicker than the council.

Not sure a dog whistle is a good idea though, some dogs go mental when they hear them. My idiot dog likes to howl at them while jumping round like tigger I'm not sure if he's answering the whistle or trying to scare it away but either way he makes a lot of noise about it.

Don't do the whistle, it will only upset the poor thing and he'll bark more. Can you not call an animal welfare place or the and say this poor dog is stuck out on the balcony without food or water and is barking his head off? And then they'll have to find out what apartment number it is, to investigate the possible neglect?

Tbh. I'm afraid all that will happen is the owner will stop putting the dog out there and then he will be even unhappier. But I've been told that most people take better care of their dogs after they've been reported and had police/animal welfare people drop in, so maybe it will help him and you both.

Thanks for the advice. I don't think he's not being fed, more a case of lazy owners who aren't taking him for enough exercise or training him.
