Very common in Lancashire. I blame Peter Kay. For full effectiveness you need to use the pause.

Are you, (pause) on glue?

I've never actually used the phrase, but every time I see the word 'glue' up it pops.

Now I'm going to be thinking of it with TooOldForGlitter's dramatic pause. Which is even funnier.
