He's a menace.
Some months back, I posted to say that he had dug a hole in the public road outside his house, using a pneumatic drill, in order to mend a leak in his house. This he did himself, illegally, without a licence and without filling in the hole properly. The water board were called, but nothing seems to have been done. I have now been advised to call the Gas Board, as there are gas pipes in the hole he dug up.
The latest problem is that he has a blocked chimney and smoke filled my entire house and set off my carbon monoxide alarm - we couldn't see the smoke, but we could smell it and it was dangerous.
I called the gas board out and they dug a hole outside my house (a little hole friend for the first hole? How sweet) to check there were no leaks etc.
Well, the next thing is that he has dismantled his fuse box and cut off his electricity. So, he has installed a huge and noisy generator in his back yard.
Before the business with the generator, he told me that he had found an electric cable coming into his house from ours - in the past, he lived in our house as well as his and knocked a doorway through the two. He told dh that he would get an electrician to cap it off (it was live) and now I discover that he dealt with this himself.
The man is selfish and inconsiderate. He is also a millionaire. Despite his riches, he is a miserable old skinflint (hence his love of life threatening DIY) and lives like a poor beggar. He is a hoarder and even the gas people were shocked at his living conditions. It's sad, really, and I do feel sorry for him, but I am very worried that he is living in a way that puts other people in danger.
Just a rant, really. Not sure what I can do except monitor the situation and hope it gets better :(
