Neglect - are we too tolerant?

I know this has been discussed before but something I read today made me think.
I was reading one of the news reports about Amanda Hutton and it said that the children involved were sleeping on urine soaked beds, etc. if they were living in such horrid conditions it seems certain to me that they probably wore dirty clothes and were probably a bit smelly. It just made me think that surely that must have been noticed at school, but dismissed as just one of those things....

I know someone will come along saying that their children always look grubby but are actually really well cared for. But I think there is a difference and surely it's not that hard to spot? And perhaps we need to be less tolerant ?

Neglect is a very complex issue and you can't assume that a child who is a bit grubby/smelly is necessarily being neglected.
