Neighbour playin live music in back garden...

Neighbours have a full live band in the back garden, parents included. Sadly they are not very good and incredibly loud. The sessions are completly random, sometimes in the evening. We have asked them if they can turn the amps down as its deafening and very annoying but they are the kind of people who are simply unreasonable and claim they can do whatever they want in their garden. There is never any notice that they intend to have a party or a practice session.
Does anyone know what the guidance for such things are? Are we being unreasonable having to wear earplugs in our own home?

Contact the environmental health dept. at your local council. They will have a noise pollution officer who can take readings and warn them if it exceeds guideline limits.

Environmental health at your council will have a decibels (sp?) reader that will yell you/them if the noise is too loud (which it sounds like it will be)
