Hear my neighbour being dreadful to her child. Not going in to detail but please can someone tell me how to contact ss?

Google your local council (county or city not town) and you should find the info on their website

phoned your local country council and ask to be put through to the duty team at children's services.
If abuse is happening now phone the police

As a SW I would say call the police if you think she is assaulting her child. If not call your local authority. Most have a contact centre handling all calls Look up the website.
