Just been to a retail park. When I got back in the car another family were getting into theirs. It was one of those sports cars which doesn't really have a back seat because there isn't room. It was a dad and an older lady and a girl of about 3. DAd got in the drivers side, the older lady got in the passenger side with the child on her lap, shut the door and they drove off. There was no car seat.
I know it wasn't an emergency because they were next to us in pets at home looking at the fish. They weren't foreign either.
I wrote down the number plate. If I should reply it then to the police?

Perhaps speak to your local Community Support Officer. If he/she takes the details they may send an officer around to speak to them about safety. Worth a try and it may clear your conscience knowing you've done something that might protect the child in future.

I think the foreign comment regards people who come from countries where a car seat law is not in place. My in laws who are Arabic think nothing of holding a baby in the back if the car while driving. Drives me mental but I've seen this attitude in a lot of foreigners. It's just not seen as a big deal.
