To think my DH suffers from PPD?

Premature packing disorder.

He is obsessed with getting packed for holidays..even three weeks before we are due to go. He is on my case now about packing for somewhere we are going in a couple of weeks. I have so many other things on my queue to deal with before that.

Is this normal behaviour or AIBU in thinking he has serious PPD?

Hmmm, fairly unusual in a man. Most suffer from LMPD - Last Minute Packing Disorder.
Get him to pack yours as well if he's so keen?

My husband suffers from this, although it is me that actually suffers. He refuses to believe I can pack the evening before, in about half an hour, despite me proving time and again that I can.

we fly on Jan 2nd. We are pretty much packed.

it will be warm where we are going so the clothes we are taking won't be worn here and this is ten businesses busiest time of the year. It would leave news years day to it. Don't fancy that.

My BF packs and re packs for months before she goes away...I just don't get it! A form of anxiety perhaps? At least you don't have to do his packing for him!
