To think this is too young to be playing out?

I've just looked out the window and seen a group of kids with one girl who looks to be about 9 holding the hands of what look like a 2 and 4 ish year old. They are obviously playing out but is that not a bit young to be having the responsibility of younger siblings? Not to mention a 2 and 4 year old being anywhere without grown ups.

Or am I being a twat? They just seem so young and there's a busy main road that our street leads onto.

The 2 year old should not be out. My DD is 8 and she goes outside the frot of my house with her 4 year old sister. We live in a quiet cul de sac though...with large lawns.

2 year old shouldn't be out alone, 4 year old depends more on the area (quite or main road) and how sensible she and the sister are.

We live in a rough block of flats in a not very nice area. I think it's a bit different if it's a cul-de-sac but it doesn't seem that safe.
