You can get around the block on Virgin and access Pirate Bay so it's useless.

The blocking is the link. That's why the OP is asking if it's censorship for virgin media to block a website.

If it's Pirate Bay, then it's copyright and/or performance rights issues.

It's not censorship (ban because of content), but legal reasons (who still owns the material and whether they have consented to their property being promulgated in this way).

It's not blocked because Virgin don't want you to know about the website, it's blocked to protect someone's intellectual property, which is another thing entirely.
