How do yo get on the local council

To get on the council you have to be elected as a councillor. The planning committee is made up of councillors.

Yes you have to be a local Councillor. To become one you have to stand for election. Most Councillors are members of a political party and the party selects who will stand for election - they have different selection processes. Occasionally someone independent gets elected - but to stand a chance of this you have to be well known locally or become so.

If you're trying to sway a planning committee decision, find out which councillors are on the committee and then lobby them... a lot. My local councillor got pounced on by residents when there was a proposal to stick a big mobile phone mast at the end of our road. We never gave him a minute's peace until he supported our objection. Nice chap really :)
