......always set Council Tax on Gross wages, and not Net wages. We are entitled to a small amount of Council Tax Benefit, but by the time Nat Ins and Tax has been taken out of the Gross Wages we have considerably less left to pay it!

I see where you are coming from but since tax and NI are percentages if they choose to use your net wage instead then they would just reduce the figures so you wouldn't be any better off. It would only make a difference if you had other outgoing from your wages apart from Tax and NI. For instance it would make a difference to me as I have my pension contributions and my student loan go out too.
