Eczema treatment advice for 13 month old?

I am at my absolute wits end and wondering if anyone can help.
I’m currently based in Stockholm where my son was born 13 months ago, but we are relocating to another European country in six weeks. The vaccine schedule in the other country is different and includes MenB, which they don’t have here. So two and a half months ago, I paid for him to get the jab privately. About a week later his cheeks flared up with a red spotty rash, and shortly thereafter his body flared up with loads of eczema all over his torso and back. I saw my GP who said it was probably a milk allergy, so we quit milk for two weeks to no effect. He then wanted to book him in for a blood test but I requested he refer me to a specialist before we do anything that might be traumatic for him. The doctor refused (giving no reason) so I paid to go private. The private doctor did not think it was an allergy at all (so the blood test would have been unnecessary) but rather an immunological response to the MenB vaccine. No creams seem to help the inflammation on his face and I would rather not treat his body with hydrocortisone if I can avoid it (although I am not totally opposed). Has anyone struggled with something similar and can recommend something for the redness and inflammation? It makes me so sad every time I look at his lovely face covered in a rash that won’t seem to heal and that no doctors are helping with. I feel so abandoned and hopeless.
