Where are these on the milk ladder please ?

Hi. Can you help please?
I brought these Kiddylicious Apple Soft Biscotti 6X20g and sadly didn't see the big bold letters that said milk in it.

I wondered where they come on the ladder please x

Think it's the first stage as it's baked into the goods, and is powdered milk x

That's what I thought as well.... but thought I was wrong 😆
