Toddler runny nose for months

My toddler has a constant runny nose, sometimes it's white or clear or yellow. I've given piriton but doesn't help not sure if giving it Contiously would work better?
He also suffers from eczema

Have you tried an elimination diet? Dairy seems the obvious one

Also consider whether he may have inserted a foreign body. Toddlers do love to do that. Is one side running more than the other?
