This weekend I visited my brother at his flat who he shares with his DP.
I was dropping something off so more a quick visit than anything but I used their loo very quickly and needed to get inside their cabinet under the sink where they keep the toilet paper.
I found an empty vodka bottle under the sink. I take it this isn't used for cleaning purposes?!
Is this a guilty conscience? I don't know if his DP knows this is hidden either. I feel like I need to call him out on this? I am slightly worried.
Apologies if my post sounds naive or ignorant I have never had to deal with something like this before.

Bit of an over reaction here. Maybe in there waiting for recycling. In any case it is not of your business. If he has a problem it is up to him whether he addresses it, no one else can

It's an odd place to hide it to be honest, if he is drinking in secret. Where it could easily be found by his DP. Does he give you any other reason for concern?
